Position: Village Treasurer

Hours: Part-time, 10-15hrs/week

The Village of Frankfort is looking to appoint a Treasurer pursuant to Village Law § 4-408. Applicants should be familiar with OSC’s uniform system of accounts.

This position is considered a part-time position with flexible hours. Must be a resident of Herkimer County, NY.

The treasurer serves as the chief fiscal officer of the village. Pursuant to Village Law § 4-408, the treasurer is responsible for:

TYPICAL WORK ACTIVITIES:

  • Accounting. The treasurer must maintain custody of all village funds and keep the accounts of all village receipts and expenditures. The accounting must comply with the OSC’s uniform system of accounts. For more information, see the Office of the State Comptroller’s Accounting and Reporting Manual for Cities, Villages, Counties, and Towns, which is available online at http://osc.state.ny.us/localgov/pubs/arm.pdf.
  • Bank Deposits. The treasurer must deposit, in a commercial bank or trust company as designated by the board of trustees, all village funds within 10 days of receipt.
  • Signing Checks. The treasurer is the authorized signatory of village checks.
  • Payments. The treasurer must pay out village funds pursuant to Village Law §§ 5-524 and 5-526. Generally, such payments must be by check except in the case of petty cash payments made pursuant to Village Law § 5-526.
  • Annual Financial Statement. The treasurer is responsible for filing an annual financial statement of the village’s revenues, expenditures, and outstanding indebtedness in the village clerk’s office within 60 days of the end of the fiscal year.
  • Process payroll bi-weekly.
  • Performs general accounting duties such as maintaining a general ledger, making journal entries, advising board members in regard to appropriate balances and fund transfers, taking trial balances and reconciling bank statements and accounts;
  • Prepares a variety of financial, statistical reports and analyses to comply with State and Federal requirements and to provide monthly reports for Village Board Meetings, monthly reports to the NYS Retirement system, and ad hoc reports, from time to time, as requested.
  • Assists in the organization and preparation of the annual budget including estimation of revenues and appropriations;
  • Keeps informed of economic trends and advises responsible officials regarding financial planning;
  • Makes recommendations to board members concerning ways of reducing operating costs and increasing revenues based on knowledge of reimbursement formulas, market trends, operating procedures and legislative development;
  • Participates in meetings.

 

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

Thorough knowledge of the principles and practices of general and governmental accounting; thorough knowledge of public financial administration including budgeting and reporting; good knowledge of office terminology, practices and procedures; ability to devise, install and maintain accounting systems; ability to prepare and present complex oral and written reports clearly and concisely; ability to analyze accounting records and financial statements and to draw logical conclusions there from; ability to get along well with others; physical condition commensurate with the demands of the position.
